well , i would buy a new psu , but this is a dell , and has a strange 2nd main power plug to it and ive never seen it on any regular psu i can grab from newegg
2nd main power connector? It's not an AT PSU is it? Those things have two different (9-pin I think) power connectors compared to ATX PSU's that have a 24/24-pin connector.

Dell used proprietary PSU cables for a few years. I believe it was around the early 2000's.
I have the same computer lying around. I honestly doubt that card will even fit or any decent graphics card for that matter. due to the shape of the case.
EDIT: this is the version of the optiplex i have/am talking about.
Well for starters, I could barely play halo 800x600 on low with my PCIe 6200, and that was with a 2ghz A64, with a P3, I think you should consider yourself lucky to run CS 1.6
I used to have something similar to what you have, except worse (256mb ram, 750mhz, 145w lol), the only reason I even have the 9250 PCI was the old mobo didn't have any AGP slots. Halo didn't run well at all on it, even on the lowest res. Could probably get through playing the game on a 9250, but it is not enjoyable.
I would say if you really want a new PCI graphics card, besides the obligatory upgrade comp comment, get something better then a 64-bit 9250/FX 5500.

1.6 can run on anything lol
It can run on my computer I bought in 1999 (with it's crappy SiS integrated and 384MB SDRAM)
It even runs on my school's computers smoothly (Yes some people play CS at school luls)
