Dell Lattitude D830

I recently purchased a new Dell D830, and i have noticed that when i am running on batteries my core speed drops down to 1ghz from 2.6ghz (T7800) I have tried everything i can in the bios to disable this and i cannot. i also have spoke with dell to see if there is anyother way to disable this function and they say there is not, so i am reaching out to you guys to see if anyone knows a solution.

Go to power management in control panel. My laptop had this option in there.
