Is RAM capacity limited by the CPU?

I was just at the diner with a friend who knows a little bit about computers. I was telling him about my set-up and he said that 4GB is overkill because a 3GHz processor will only use 3GB of RAM...that the speed of the processor is equal to the amount of RAM it will use. That didn't make sense to me because RAM is measured in capacity and CPUs are measured in speed. I realize RAM is also measured by speed but he was refering ot the capacity. His argument doesn't make any sense because if that's the case, then wouldn't a dual-core be able to use 6GB and a quadcore at 3.0GHz 12GB, etc? Am I missing something really important here or is he clueless? Thanks for clearing this up.

Nope it's limited by the operating system. 32-bit can recognize about 3.5G of RAM while 64-bit can see more than 4+GBs

Chipset can limit you on an older machine, but not really with current rigs.

lol ram size is limited by the OS (With 32-bit having 3.5gigs max and 64-bit having something like 128 gigs max I think)
