New Laptop CPU maxed out?

So, I just got a new laptop.. Vostro 1500..... C2D 1.4, DDR2 667 2GB, 8400M GS...

I am running vista ultimate 32, and my CPU is always at or VERY (>85%) full load. Is this how it should be based on my specs, or is there something going wrong...
Sometimes When I try to open some things... (AIM before i re-installed, dell driver cd) The 'hourglass' thing goes away, it doesnt show as open so I try again. Repeat this process a few times, and get fed up and try to restart... and its like "The following processes are stopping you from restarting blah blah" and it has like 40 instances of what I was trying to open.. No idea if thats a related issue or separate... but I figured I'd still share it....

Don't want HL2 but have you killed all of the Vista junk yet?

Also reinstall Vista, this time lose all of the Dell junk.

The first thing I did when I got my Dell lappy was reinstall Vista minus all of the Dell bloatware.
For the life of me I can't remember the tweak guide I used, but BlackViper is as good as any.

It turns out I have a lot of extra drivers..... Apparently dell gives you too many... So I will reformat and see whats up. Thanks grunion, and I'll be back if i still have the same problems
