I think those LEDs are power indicators. They should flick on when you first power up the PC but then go off as soon as it detects that there is enough power to it.

At least, that's what my x1950 pro does.

I have one that is staying on and it is annoying me!

I am using the 6 pin to 8 pin adapter, I am wondering if that has something to do with it?

Although I didn't notice it being on when I first installed the card.

I doubt just because you have the 6-8 pin adapter the light will stay on, I too have the adapter and only time I noticed the LED's are on boot up.

Have you tried reseating the card?
