Any fan after a year or so begins to fatigue and to make noise. The only way is to change it. A cheap and excellent, maybe the best cooler, the Accelero S1 is around 20$ and you can mount it on the 7600GT while passive. It's compatible with the 9600GT too, so it's not a bad investment.

second the S1

and make sure it fits your card first.
my bro's evga 7600gt is an odd layout and the S1 won't fit.

oil it, or buy a new cooler, just because the fan is noisy/dieing doesnt mean your card is dieing too.
make sure not to use too much oil if you do it could short something out use a q tip to soak up the excess.

i did when i first got it but it just kinda went away. as for it being sealed most computer fans ive seen have a sticker on the back and under that sticker is a little steel rod thing thats where you would oil.

should be kind of like that except it might have a little cap on it, if there isnt one of these on it you probably cant oil it.
