I dont have these kind of resources around

Both are plugged in - unless your suggesting I have a dead cord?

P.S. I have this problem too!
Yes it sounds like an AIR Horn thats the perfect description!

Air Horn = Card not getting enough power. If you unplugged your card and tried to turn your comp on it'd would make that noise until your turned it off.

Either faulty PSU or faulty cable. (Or I guess it could be a faulty card too.)

That PSU has 4 PCi-E cables if I remember right, try switching them.

(You probably already know this) The 8800GTX has 2 PCI-E Connectors and both need to be connected.

If you try different cables, and it still does the same thing, I would RMA the PSU maybe?

That air horn sound is incredibly freaky. I remember plugging in my 8800GT for the first time and forgetting the 6 pin. Did i ever get a scare when I turned it on. Think they could have made it a more pleasant sound that doesn't sound like your entire PC would burst into flames because you screwed it up? Like the others said try and RMA your PSU. :S

Definate PSU problem IMO. I've seen this before as well and a new PSU worked like a charm. If you can barrow someone's or put your card in someone else's machine to test that would help you troubleshoot it to make sure it's the PSU though.

I want to put in my new 8800GT without the 6 pin and turn it on to hear the horn..you know...for the lolz
