new RAM, mobo, and CPU for my friend

My friend wants to upgrade his Dell with something more powerful. He'll be reusing his disk drive, HDD, floppy, and case. I'm giving him a 1650PRO (only plays C&C generals and sims) and a 500W PSU. He'll be getting another OS per the laws and all that jazz about switching mobo's. He's going to need a mobo, RAM, and CPU. I've told him we can get some stuff between $200-$300 and OC it. Since Intel is the OC champ, you guys hook me up with a decent CPU, mobo, and set of RAM (only need about 2GB) so we can get this guy in the 21st century at least. He really wants to keep it at about $200, but I can talk him up a bit more if needed, so give me lots of good options. Also remember he'll be using the old ribbon HDD's and DVD drive. Only thing I added to it was: 1gb Pc2 6400 800mhz Ddr-2 Dual Channel. A little more than you wanted to spend though let me keep looking.

check out www.pricewatch.com and then look at the motherboard/cpu combos you will find the right price under $200.00 and then you can buy the ram the same way.

That's fair and all, but is there a good CPU/mobo combo that should yield better OC results than others?

EDIT!!!!! The mobo needs to be micro ATX
