I feel as if it is a motherboard problem.

I am sure he has everything plugged in as he and his friend checked all the connectors.

Motherboard will have the highest chance of not working though. So I believe that could be the case. It happened to me a lot of times with ASUS motherboards.

edit:
If it says check cable, something could be wrong with your cable, monitor, or video card.

Usually if you plug it in, even if the video card does not work, it will not say that. Check your monitor with another cable.

Yes do that.

If the monitor works and it says check signal to the cable, it could be the motherboard then, you can always check your video card on the other computer too.

I don't know if this is the case but it happened to me when i bought a new 478 mobo (ages ago) but i didn't know about the 4 pin to cpu. I had the same problems as you, it would "turn on" but absolutely no response. Check to see that u got the 4 pin plugged into the mobo as well.

"Pics are worth a thousand words".If you can provide us that would help. But seriously, if you have any other computer that you can test your CPU or mobo then you can pinpoint the real problem. That's why i have 5 of them just in case.

Some boards will post to bios if you hold in a specific button or combination of them.

My system has no speaker, so when it doesn't post (during OC stuff), all I get is a blank screen and spinning fans.

You have stripped everything except the necessary parts to run this computer, am I right?

If so, I am convinced it is 99% the motherboard's problem.
