{Uhh, why would a Phenom 9500 Quad Core bottleneck it?
I don't think AMD sat down and said "Hey let's make
a card that gets bottlenecked by one of our best
quad core cpu's so that no-one can have both a
high end card and a high end cpu by us!"}

30 FPS in Crysis (SECRET: IT'S ONLY USING 2 OF YOUR CPU CORES AND 1 OF YOUR GPUs)
and 60+ in Bioshock are not crap scores.

You do have issues with 3dmark06 as similar systems are~10K+ compared to your 6.6K.

Crysis is actually one of the few games out that supports 4 core processors. Amd's decision or not, a 2.2ghz quad will almost definantly bottleneck a gpu like that in games that only support 2 cores.

4 cores are clearly being utilized, meaning Crysis uses more than 1 core.
Which in turn means Crysis is multi threaded.

What don't you understand, do you think video games are like Prime95 small ffts and will keep your cpu pegged at 100%?

I just wanted to bring this post back up for another reason also.
you can verify and read GPU clock speeds also. this way you can verify that the card is switching from 2d clocks to 3d clocks when you laod a game.

I've had the problem with my x1950xt at one time where it would not switch to 3d clocks. they where reported by some of the tools but for some reason it just wouldn't switch to 3d clocks.
