imageshack is web server based, ftp is completely different and not what your looking for

your looking for a web server with php and an upload script, doesnt have to be php but any interactive web based language

You can just set up a webserver and put a simple script on to accept files, then upload via HTTP. If you use ASP.net for this (in which case the script is about 3 lines) then remember to set up the web.config to allow long time-outs and request sizes. If you use apache then you would need to configure this timeout somewhere in its configuration.

FTP uploading via a browser is never really any good.
