Make sure the PCIE slot id at full speed. Every time I see a post like this, it usually ends up being a PCIE issue. (or wayyyyy too many apps in background)

I was in the BIOS, sorry for the delay. I'll try to get all the questions knocked out:

I have confirmed PCIE at 16x, in bios, cpuz and nTune.
Rebooted comp at least 3 times since last changes were made.
Checked all drivers, reinstalled most recent releases.
BIOS updated to newest full version (not beta release)
Apps running are minimal/none that can be turned off w/o killing explorer

Right now i'm re-testing stability of the quad core (all cores showing) and I have turned RAM back to very minimal OC'ing (stock 800mhz, 5-5-5-15 timings)
*edit Driver NOT in dual screen mode

Retested memory, processor, all stable. Un-clocked the video card, stable.
Still cant find out whats up. Anyone have anything to try?

I was getting 13,400 with my e6700 @ 3.7ghz and sig'd GPU at sig'd speeds...

I have a couple Q's for you..

1. How many running processes do you have?
2. You use CPU-Z to check that the PCI-E slot is enabled at 16x?
3. All four cores are running and active as shown by the task manager?
4. What drivers are you using?
5. When you right click on 'My Computer' and hit 'properties' .. how much RAM does it say you have in your system? 4gb's .. or 2.5gb's?

..you definitely have something wrong. You should be closer to 16k with your CPU at 3.6ghz and the gpu clocks you mentioned.

This is in Vista Home Premium, in case it matters.
1. 56 processes running right now
2. CPU-Z confirms 16x, as does BIOS
3. Task manager, device manager, OCCT all show 4 cores
4. I downloaded 171.16 earlier today, nVidia now shows 169.25 (tried these too)
5. I have 2x2g installed, windows shows 3580.
