You can OC it but you might have to Pin Mod your CPU if its a name brand computer like Gateway, Dell, or HP.

And dont search any software for OC, dont mess with your hp like that... you will kill it...

I asked some1 i kno about OC possibilities, he said that i could do a pin mod on my Socket 478 mPGA pentium 4 processor, could some1 give me step-by-step directions on how to do that... Also would it be possible to reflash my bios to intel's factory settings instead of having HP??? Any help would be awsome, thanks!!!

Actually it's possible but not worth it IMO. There is software where you select what crystal oscillator you have on your motherboard or something like that and you can OC in software. Forgot the name of the program and I don't recommend trying.

I was able to overclock an old prebuilt Packard Bell. Don't generalize.

But yeah, in his case, it won't work.

I overclocked my p4 but the only program i could find to do it was clockgen but it does depend on your mobo if u have the right mobo it will work

That sounds very fishy, because usually they have chips that cannot be changed no matter what. Be verrrrry sure you're doing the right thing, if you find something on the internet about that. A pin mod sounds like an express lane to a blown up motherboard.
