Ping quite simply is the amount of time it takes a single packet of data to leave your machine, reach its desitnation and return back to your machine.
A normal ping should be below 100ms in most case's unless your accessing oversea's servers where they communications lines between you and them are not the greatest.
Further more pings are in no way related to your connection speed i.e. going from a 10mbps connection to a 100mbps connection would have no effect on your ping times, only your download speeds.
Ping times in most cases will not effect normal net usage though if they are too high they can cause timeout issues where a server is essentially waiting too long for you data and in a sense finally forgets about you.
Ping times can greatly affect online game play, as if it takes data longer to go back and forth between you and the game server it can effect how quickly you see things, and how much delay between you doing something and the server and other players seeing you take that action. Hence for online game play you want to have the lowest ping as possible.
In most cases you will not see pings lower than say 15 to 20ms on a typical residential internet connection, however the norm is usually closer to 40 - 70ms depending on the distance your data is traveling and how good your ISP's backbone connections are.
