It is most likely the harddrive. I come across stuff like this all the time since I am a computer tech. I bet you if put a new HD in there and reinstall windows it will be fine. It sounds like the hd is corrupt, not a virus, but just that the data got corrupted somehow. I would try sticking in a new HD, or formatting that one with NTFS full format (not quick) and trying it. If that doesn't work it is probably the RAM or a controller issue.

The first thing I did was test the ram and replace the HDD.

The DVD drive is a suspect now that it caused issues in another laptop. The first time around, I did every type of trouble shooting imagineable, except testing the DVD drive...

Yeah I know what you mean. Sometimes it is the most unobvious things. Sometimes components just dont like each other. Computers are odd like that.
