That is a pretty high temp for idle.

okay, well by following the tutorial about finding my max FSB i have disabled the thermal throttling, amd cool&quite, raised the memory from 166mhz to 200mhz@2.5, lowered the cpu multiplier to x5@1000mhz, and raised the cpu freq from 200 to 230 in 10-15 intervals at a time. Now, I was able to boot into OS and able to run Ortho's, Cpu-z and Everest beta1257.

Let this be known, This is ONLY A TEST TO FIND THE MAX FSB!!!

how do you do this ?
"have disabled the thermal throttling"

I was going by what the tutorial suggests, Finding the FSB(230), and finding the max cpu fsb, then upping the voltage to 125mv (cpu voltage ), Then I left the HT (x5) at its default along with the Hammer Fid aka...cpu fsb. However, Im a bit confused by the memory timings. But im still working on it.

Dude, you're going about this the wrong way to find max FSB.

Lower your RAM to the 133 or 100MHz divider. Lower your HT link to AT LEAST 3x or lower. 3x ought to be fine. You want to keep your HT link at or BELOW 1000MHz. You're at 1150 right now!!!! That's too high, no wonder you're unstable.

Alrighty....seeing as how you're a "noobie", I'll make this easy for ya. And BTW...being a "noobie" is perfectly fine around here....we're here to help .

RAM settings according to FSB speeds (to keep the RAM @ 200MHz, or DDR400):
200-210FSB - 200MHz divider
211-250FSB - 166MHz divider
251-333FSB - 133MHz divider
334+FSB - 100MHz divider

Now keep in mind you should try to keep your RAM at or around 166Mhz in your case. You're running 4 sticks on a 939 board. So your RAM is limited to 166Mhz and 2T command rate. So keep your RAM settings one adjustment below what I stated above.

HT settings according to FSB:
200-210FSB - 5x should be fine.
211-250FSB - 4x
251-333FSB - 3x
334+ (if you can pass 500FSB, then we'll talk - 2x

Those settings will keep you within the safe areas on your RAM and HT link. Like I said though, running 4 sticks of RAM on a 939 board will force you to run DDR333 (166MHz) and a 2T command rate. So keep that in mind. And CPUz will be your best friend to check what your settings are actually running at. Keep your HT link at or below 1000MHz, and keep your RAM at or below 166Mhz with a 2T.

I'd also like to mention that Manchester chips DO NOT overclock very well at all, nor do they get there easily. So you're in for a rough battle. I'd expect you to reach about 2.60Ghz if you're lucky. If you pass 2.60Ghz stable....then you've got a great chip. That screenshot of a 3.0GHz Manchester...either you've got a 1 in a million chip...or that chip is unstable as hell. With my Manny (and 99% of the others), I hit 2.94Ghz on a suicide run with 1.75v running through her. I was able to reach 2.60Ghz even stable with 1.52v running through her and loaded at 85*C!!! If you want to play it safe, keep that baby at or under 65*C on the hotter core. I don't personally care for my Manny, hence the high temps. With a 2.4GHz stock speed on the 4600, I'd say shoot for right around 2.60GHz. That should be attainable and stable with decent volts (probably around 1.45v ish).
