I need a good psu with 80% effeciency

I am going to build a backup rig, and need a psu for it. The rig will contain:

Amd dual core am2 - OC'ed to 3ghz
2x1gb ram - oc'ed with cpu
A psu you pick
Zalman 9500 Cpu cooler
Apevia X cruiser
MSI 690G (integrated card)
2x80 GB Seagate sata 7200rpm drives in raid
Dvd-rw sata
120mm Delta fan on rear (137cfm)
One fan controller
2-4 other random led fans

I really want enough power that should I need to, I could run my old 7950GX2 which requires: A minimum 450W system power supply (with 12V current rating of 27A or more)
And I want 80% effeciency because 80% of the time this will be my folding rig. Low price is good too, but I want a quality one.

Remember 80% of the time it will be folding with the 690G with integrated card. I just want to be able to have 450W and 27A. I would like well under $100, this rig is a budget backup rig only.
