If its a DVI cable coming out of the monitor and going into a card using a VGA adapter than its still going to be VGA, I believe it downgrades it. if its a VGA cable coming out the monitor and a DVI adapter going into the card its still VGA. Basically, you need a monitor with a DVI input and a card with a DVI input for DVI and one cable with no "VGA" adapters on it.

dvi is a digital connection that only has to be converted to analog once. DVI allows for clearer, crisper images and more vibrant colors. DVI also has a higher bandwidth, allowing more data to transfer and even sometimes uncompressed. DVI -> VGA is ok, but there is still data loss, as you convert from digital to analog (the wire) then to digital (inside the monitor) then to digital (the colors you see) There is a loss in each conversion. The less conversion=better pictures because there is less info lost.
