Video Card will not let motherboard boot

Recently just purchased an AGP video card and was installed onto the motherboard. At first it did not work, but it was tweaked in the BIOS and it started to working. After a while, when my uncle started to watch some movies, and when he restarted, the computer would once again not boot.

Any ideas? I was thinking about the power supply, but then I was thinking if it was the power supply, why did it work the first time? Any other ideas?

I didn't do it personally. But I figured why it didn't work afterwards. The video card was not secured on tight enough, so it didn't load correctly. I got to see it today, since it wasn't my computer. Thanks for your reply anyways.
