Depending on which distribution of Linux you use, it should give you the option to do so. It's never 100% safe, so back up your data first, but it shouldn't destroy anything. I know Ubuntu's installer livecd allows this.

I don't think so (maybe in Visat, but not XP) I think the only way would be to move all files from one partition to another, split the empty partition and move them back.

Vista lets you do partitioning in Computer Management, even on the system partition without rebooting.
XP doesn't, so you need to use a third party program. I suggest you use Norton PartitionMagic.
It lets you change partitions without losing any data, like Vista's built in partition tool. Only you need to reboot.
Give it a try

Partition Magic will let you do it. I've done it many times before. If you wanted you could use GParted on a Linux live CD. I've used it from Ubuntu.

First you resize the other partitions that have extra space. This should be an option in Partition Magic. Then you create a new partition in the unallocated space you have made by resizing your other partitions.
