It's usually like this: core/shader/memory. Mine maxes out around 678/1674/972 so your not that unlucky. Anything 98* and above on my memory freezes the computer with artifacts on the screen. Higher on the core or shader will cause artifacts in ATITool. Heat isn't the problem. Alot of people told me that if I were to replace my cooler I'd be able to go alot higher. Well my temps are great and I don't believe going to a different cooler is going to make it any better. Idle: 46C Load: 64C
Try the bios volt mod and that should boost your oc ability a decent amount. Here's someone in the similar situation, after bios vmod.
Check your actual clocks:

I haven't tested this fully, but my clocks are 720/1674/972

I was running off the stock cooler and crashed within 5 minutes of playing MOH:Airborne. Every other game was stable, but this game was crashing me....

idle 58C fan @ 35%
load 73-77C fan @ 100%

I switched to the Duorb cooler and played once through MOH:Airborne for about an hour without problems... I'm probably going to try going higher.
