The fan won't really do much of what you intend for it to do simply because cool air doesn't rise. On my case I have a a place to mount a fan just below where my cables connect to my hard drives/optical drives, which would blow air straight up because it's a horizontal mount.

Either way, any improvement on cable management is a step in the right direction.

As for your hard drives, anything below 40 is good as far as I'm concerned. My airflow is fine but the location of my case leaves a lot to be desired since it's tucked away under the desk and enclosed on three sides but even under heavy gaming for 6 hours my hard drive temperatures never get above 38.
