ram doesnt affect 3d mark scores unless you have less than 2gb, i think.

Doesn't seem that low to me... when I oc'd CPU to 3.8 and GPU to about 634mhz (can't remember what mem/shader were), I got around 12100...

Well I will throw my hat into this one. My system is pretty close and I have the same low scores. Low 12's with 4-1 gigs 1066 ram at 5-5-5-15. I have not overclocked the cpu or anything yet but running the epp profiles set to max oc. Still need to learn alot about OC but I was rather upset that $800 bucks of video card is getting its teeth kicked in by single cards at a 1/3rd the price. Only reason I did GTX was I have a 3way SLI board and figured upgrade to a third card in about a 6 months to a year to keep up with things as well as I have a 28" monitor so was led to beleive I need the larger memory

Aside from looking into the nvidia settings where it says enable SLI is there another place to confirm or check if SLI is running?

that's not far off really from where you should be.

I got 15369 from a 3.8GHz quad and a 660/2030 GTX, so considering how many points I was gaining from having a quad (which makes a big difference when you figure that a sound 1/3rd of that test is run at 640x480 CPU bound resolution) you aren't that bad off really.
