Low performance in games

OK, I have done a lot of things that I can think of and I'm still getting low frames in games (under 20 fps in CSS, etc...). I have even reformatted and reinstalled Vista x64 and since the problem is still there, I'm thinking it's now a hardware issue. I don't remember doing any type of modding or upgrading to my PC so it really shouldn't be doing this. Only thing I can think of is the power supply. It's been almost 2 years since I first bought it so I think it's getting pretty old and losing it's power. Vista x64 runs fine. I run my games at 1680x1050 and haven't had a problem running that res until now. When I run a lower res, I can get higher fps. Is it actually the power supply that's giving me this low performance? I'm going to try and bring it to my local PC shop and see if they can let me use their PSU tester for free but I can't do any testing if they charge me (broke here).

LOl or you could just call them and ask them first.
