No its not, they just made it so you could only use two 3870X2s. I don't know why. Probably because there is not enough bandwidth on the PCIe bus to get 6 GPUs, which is what you would have with 3 3870X2s.

But the CFX press release made it clear that you could have as many cards in cfx as you want, unless they changed something at the last minute that I am unaware of.

Semi-random thought: So when do you think ATI/AMD will start slapping CPUs on their cards to supplement the GPUs -like dedicated vector processing/general physics calculation? And didn't nVIDIA buy ageia? You know they're gonna do something like that relatively soon.
