I would look at it from both sides (in and outside)

and scrap off as much metal as you possibly can!

then shroud a fan over it and BAM

Not sure if it's making much of a difference for you but the Arctic Silver instructions say to put the line in the opposite direction, on the chip, for quads. The way you put the thermal paste is the way you use it for C2D's.

The TIM will matter, by at least several degrees...

BTW, on the fan clips, if you add about a 10-15 degree bend on the clip about 1/8'' from the fan contact point, you will get more of a tight V at the fan contact point... works much better

My MCP is the same in bios (47-48C)

One thing I have noticed with my new video cards is my MCP tems under load have gone up about 4C (to 57C)

I can only assume the video cards higher clock speed has effected it as my case temps are slightly better than with the 8800GT's in sli with duorbs because the duorbs don't exhaust air out of the case and the GTS does.

Just as a thought experiment, what about going intake from the dual 80mm, seat the panaflo on the other side blowing INTO the case, and venting through the dual 80mms on top of the power supply and the 120mm exhausting in the 5.25 bay?

Well, now I am folding at 58c in the day. Was 62c pre panaflo. I will remount and reTIM properly this time, and either switch up the airflow or heat up the dremel.

This will all take a backseat as my dissertation is due. Oh well...
