Some air cooling beats water cooling, so why mix water and electricity if you don't have too!
Hell of a lot cheaper too!
Except for with liquid nitrogen I would get like 5Ghz at least I reckon.

testing is done on an open air bench, not within a closed case, also I did not see any overclocking setup? If this is stock, I saw load temps at the lowest of 62.5, I can beat that with my TRUE. And depending on your expectations, the Thermalright will do a great job. Your talking in the 4.5GHz range, which Ive never seen on air on a Q.

on a 45nm quad with a TRUE + 2 high cfm fans, (with good case flow)

temperatures will not be your bottleneck, it's not like the 65nm quads

Please Note the Leading CPU cooler, Thermalrights was used with one 120mm fan which i believe is stupid considering it can take 3 x 120mm fans and an 1 x60mm on the underside heatsink, which I believe would make it the leader by much much more.

Yeah probably was open bench testing, but its open bench for all products tested not just air cooled, with a good air flow case, and plenty of fans It wouldn't be much worse off.

I'm having quite a time pushing past 3.7GHz with this chip on my MB. It'll go further, I'm sure, just needs more tuning.

At 3.7GHz I still have 10 degrees to go before I hit Intel's thermal spec for this CPU and its not even lapped!

I thought 4GHz was a pipe dream but *fingers crossed* it might be attainable.
