Usenet download speed fluctuating, dropping connections... packet shaping?

My problem is I have premium RR, and I use powerusenet with Newsbin Pro, and I encrypt my traffic. Normally I get 14 Mbps.

for the past week, I'll start at 14, and after a minute or two, it dips to 8 - 10. Sometimes it just drops to 0 - 50kbps for a bit, and then shoots back to 8.

I've replaced my router, and my cable modem. Still getting the issue.

I'm still only at 8.6 right now.

Am I being packet shaped? Has RR upgraded to get past my SSL?

See, and just now, my connection dropped completely. My systray network went to local only, burped, and after five seconds, the WAN came back up.

WHY IS MY WAN BURPING??!

I have literally replaced all equipment: network adapter, router, and cable modem, and still getting the problem.

I have disabled TCP/IPv6, and *tweaked* the vista net settings, but that hasn't helped.

This is since I re-built my rig and installed vista 64, but I was using vista 32 and 64 on my old rig, and never had this problem.

Whatever it is that's eating my connection, it seems system wide, but it's a "soft" thing, i.e. all routers and gear replaced, but problem still exists.

Its driving me CRAZY@!

I presume you've called your ISP about the issue? What did they have to say?

And can you please clarify what you're referring to as Premium RR ?

Time warner cable premium roadrunner service, in upstate ny.

The last time I called customer service, I was abused by a gay canadian who told me my traffic was slow because I had a dial-up configuration on my laptop. He had never heard of usenet either, but assured me it was dubious.

I will not call again.

As to your problem, I really can't offer to much advice i'm sorry. My networking knowledge is only an intermediate level (always learning though ).

.... the only thing I can think of at the moment that may cause a similar problem with fluctuating line speeds is that the packet buffers in your equipment are being exhausted. That is, you're recieving more packets than your equipment can process hence forcing your modem/router to dynamically reduce its connection speed while it catches up processing the backed up packet traffic

What router/modem are you using, and try not encrypting your traffic for a change .

One other thought hit me as I lay in bed last night.

I remembered that the cable medium (unlike DSL that utilizes telephone wiring) does not provide dedicated bandwidth per user as its a shared medium. Hence bandwidth per user decreases as more users log on.

Not sure if that however will fluctuate or 'burp' as you put it your rated bandwidth, or whether it just simply decreases your download/upload speed only without altering the rated bandwidth

Don't know what router you're using but,you should check the Qos setting, give priority to the port your connected to.And see if your using the latest firmware. I also think JBG84 has something there.
