"PC" defined by the motherboard, and the OEM license states "The key may only be used on one PC, ever."

You can reformat and add/remove hardware all you want, as long as the original motherboard remains the same.

Check the Microsoft Site, I know they Demo XP x64 free, which can take keys, and I would assume they do the same for x86.
