whether a specific fan is loud at 'full blast' is really meaning full based on what pressure and flow it is working at.

You didn't state which Panaflos you have. If you are complaining about noise, the must be H or U, 2500 and 2900 rpm respecitively.

Recommendation 1, as previously mentioned, a fan controller will quiet them down a bit.

Recommendation 2, move them to the pull side rather than the push side. The exhaust is quieter than the intake.

Recommendation 3, place a shroud between fans and radiator. You can make one with 2 1/4" 6-32 screws, 1/8"ID PVC tubing, and duct tape. You have to put your ear near my M Panaflos (2100 rpm) to hear them (on full).

The Panaflos are among the best fans (some tests seem to show the Sanyos to be slightly better, and the Delta's match the high end numbers). Sometimes the solution isn't to get a bigger hammer.

I'd just stick them on a controller to...The BIX works better with high cfm 120x38mm fans anyway....You could drop them down to 80 or 90 cfm and they would be pretty quiet, well to me anyway...
