Thus, I'd take 32-bit XP-Pro over 32-bit Vista Business. But if 64-bit comes into play, Vista Home Premium (or Ultimate) is the winner.
Hmm, of course upgrading from xp 32-bit to vista 64-bit would only go from ~3.4GB to 4GB memory, not a very big jump for the $100 it would cost him.

There's also the issue of Microsoft Office. I believe we have access to Office XP for free but no Vista Office apps (or does Office XP work with Vista?)

This is a tough call, no clear price-point winner IMO. I think based on the suggestions and the Office XP consideration it'd be best to pay the extra $70 and have 3.4GB of memory instead of 2GB along with XP Prof 32-bit. If XP support drops off (sounds like critical updates will be with us until 2014) or he really wants the extra 600MB of memory, then he can upgrade to Vista 64-bit later and not lose the overclock.

Office will work just fine. I've ran Office 2000 on Vista without hiccups, and XP works perfectly also. No worries here.

Ok, talked it over with my friend and we're going to go with 2x2GB G.Skill PC2 8000 for $100 and the free XP Professional 32-bit. Seems to be a good compromise between keeping the cost down and not screwing him in the future. Thank you all for the help!

I do have experience with XP 64-bit drivers and yes it is very bad. In about 10 days I went back to XP 32-bit.
