What's being used to read the temps? Anyways...

The high temps you're getting are consistent with some reviews for this heatsink at other sites. ProClockers in a review for the TT V1 says this: ".....on the lowest setting the unit didn't fair quite as well. At its' lowest speed the V1 pulled in temperatures just below those of the stock Intel cooler."

I think it's better if you ditched this thing for something better.

Yes you have possibly a great processor with that low VID, I just popped my L737B055 into the DFI 965 Dark and it registered 17C at Idle and it also has a 1.2125v VID.

So you definitely have a problem, as others have already suggested try them, but I also want to mention and this is based on experience with an E6600 ES.
Well it turned out to be a dud, no lapping, reseating, would alter the high temps, after frustrating trials I just gave it away in frustration.

Also have you tried another processor, maybe it could be the diodes in the MotherBoard that is shot giving you false readings.
