the Gimp has always been pretty useful. It's open source, has most of the photoshop abilities, saves to all popular formats, and works on nearly every platform if i remember correctly.

I 2nd the recommendation for the Gimp. Its feature set and usefulness are astounding for a free program. There's a bit of a learning curve, but if you've used photoshop, you'll catch on pretty quick and if not there are plenty of tutorials linked from the Gimp homepage that will help you figure it out.

www.gimp.org for the program.

gimp-savvy.com/BOOK/index.html is an excellent book (if a bit outdated) for learning the interface and useful techniques.

I love Serifs Photoplus 8.0. Its only 9.99 and well worth every penny! I used 6.0 which is free but only works with XP.
