If it has power to it and it doesn't turn on, you've pretty much confirmed it.

You have to turn it on. Don't touch the paperclip. It wont shock you bad but its not a good idea to put alot of amps through your body.
Well if the PSU turns on like normal - the psu is fine and something else is bad.
If the PSU smokes - Turn it off ASAP at the wall and don't even touch it while powered on. Just in case.

The first thing they teach you in OCN Moderator school is the equation

Fingers + Metal Objects + PSU = Shock + Fire / Explosion

So ive been trying to figure out whether this is maby a 230V european psu instead of a 110V usa PSU. But i cant find anyting in the booklet or on the psu where I can change the voltage or where they say wat it is.

I could only find a Voltage range of 100 - 240 V ?? I bought it in the USA and it came with a usa power socket.

Can i plug it in or not ??
Its a HPU-4M630 from hiper ??
