Just briefly touch the pins with a screwdriver tip. The pc should start up. Don't hold it there too long or it'll turn tself off because it thinks the power button is held down.
You won't cause any damage provided you don't jab the board with the screwdriver.

bang and smoke? Something's broken. Completely remove everything and inspect for leaking caps, charing, or other damage. If you can't see it then it might be in the PSU. Just because the fans spin up and the PSU has some power doesn't mean that it survived the blast completely.

so i tried that, and the only thing that happens is a red light flashes on then of on the mobo and noting else !!

Oh...Not the power switch then. Do you get any beeps from the case speaker. Can you try a CMOS reset. Also if you have to turn it on again. use the screwdriver instead of the power switch just in case that is still the problem.
Any fans spin up?

no beeps from the case.

Lights go on next to the power connector on the mobo once the psu is connected
the graphics card fan gives a spin.

and as i touch the pins the red light goes on and off once.

how do u do a cmos reset ??

CMOS reset should be a jumper located somewhere on the board. See the motherboard manual and look for CMOS reset. It'll tell you what to do.

This is a pure guess but it don't sound good either way.
-I assume VR is voltage regulators which could indeed cause smoke if faulty (Just a guess - others please correct me if wrong)
-CPU means something is wrong with your cpu.
Did you do a CMOS reset?
Can you give me a link to the online mobo manual?
