Your temperatures are fine. 45c is not high at all.

To find the stock voltage, go to processorfinder.intel.com and it will tell you.

Im running at 1.45v for everyday use at 3.7ghz. Highest i have gotten is 4.1ghz (with 1066 Ram) @ 1.5v. Highest i have gotten with my ram is 3.9 @ 1.5v
I idle at 30C and load at 48-50C

However. It seems your running stock HSF which will hold u back quite a bit. Just make sure they (your temps) stay below 60C

I am not using the stock heat sink and fan (I think thats what you meant) I am using one I bought at the store. also I just opened my case to take the picture and felt the heatsink. It wasn't really even warm. Could this be indicating a problem? Here is the picture of my heat sink:

Argh my computer is so problematic. I positioned my heatsink so it faces the rear fan in the picture because that one is blowing air into the case (all my fans do that). My temp dropped by 10 C! Now I just noticed another weird issue. I booted up my computer, my core speed was 2133 mhz and voltage 1.3. I rebooted it was 3000mhz and 1.3 v. Is this because of disabling C1E?

sotware overclocking in itself shouldn't corrupt files any different then bios overclocking.
