I've noticed on occasion when running prime that one or more cores dip bellow 100% quickly then go back up. At the same time the core temps for those cores go down too, but they come up again. But if the 8C difference is always there it's possible there's a problem with CPU/heatsink contact. As mentioned by gibsonnova74, change the multi to 9.

Not getting to 3.2 is probly cuz of NB or proc voltage being too low. Even if you passed prime before. It's happened to me. I don't know what kind of RAM you have so I can't say if that's the issue. There's a bunch of factors to consider. Posting all your BIOS settings would help.

8 Degress is not that uncommon, no big deal really. Temps are are pretty decent for a B3 on air. What are your Ambient temps like?
