The 80% is just a rule of thumb and is far from accurate.

In the BIOS the cpu is technically at 100% (at least on 1 core) because every cycle is being used. Same deal if you are sitting at a DOS prompt.

Unless the CPU is told to do otherwise, it executes every instruction it gets as fast as it can. So, even sitting there rendering the BIOS it's using all CPU cycles to do so.

However, not all 100% loads are equal. 100% simply means each cycle is being taken up/used, by something. Each CPU cycle can be doing one simple instruction, or several complex instructions, depending on the kind of load.

Thanks for the details Blameless (+rep)! And also all else who piped in!!

So then I do not have a discrepancy in my temps since BIOS will output more heat than Windows will at idle. Yeaaahaww, one less thing to worry about, but still hard to believe I am getting 31C in Windows idle!
