this is what I have so far.. I still need a heatsink and keyboard/mouse which I can get at circuit city for cheap and I have an os to install on it for him already

I will probably end up getting him the TRUE unless hell be fine with the TT so that I dont have to spend extra for fans

any suggestions to save money greatly appreciated

also, the powersupply is listed for 120 but i spoke with newegg live support and they are taking 15 off of it plus the rebate so it's actually the cheapest around so far.

I'm going to get him to spend 1600 so that he can benefit from everything and it will still be 1500 after the $100 in mail in rebates on the order

That looks great to me. I don't know about Corsair PSUs but I have read they are pretty good.

Maybe one 9800GTX instead of the 8800GT in SLI? I am trying to find some benchies but am coming up short. I would say the 9800GTX would be enough for now and if he were to get another for SLI at a later date, he would have a killer setup.

9800 GTX got a pretty disappointing benchmark, comparable to an 8800 GTS (G92)

Yes, but the GTS is rumored to be phased out soon.
