Help: Computer won't permanently shut down

Hey guys, I just finished building a computer for a friend. It has the Gigabyte G31M-S2L micro ATX with the E2180. Bios says 6.00PG... the one in November 2007 that was shipped with the MOBO.

When i go to START, and SHUT DOWN, the computer says "Shutting Down," Shuts off for a few seconds, and then turns on again. Does anyone know how to make it not turn on again when I shut down?

Note: the computer actually turns off for a few seconds. I don't' think it's a plain restart.

it sounds like its crashing when it shuts down

goto system properties
then advance
start up and recovery
uncheck auto restart

and save it and see what happens

Does it shut down when you use the pwr button?

Make sure all of your power connections on the motherboard are set correctly... from the PSU to the MOBO, make sure they are seated.

i'm sorry i put this is the wrong section. I was pretty sure it was in the INTEL section, but I don't think it's an issue of AMD or INTEL regardless. BTW, it is using Vista business 32.

Yes, it shuts down when I press the power button
