1 more step for overclocking-Randomly Going Up CPU Usage

Hey guys,i have been here for a while now so i am now starting OC'ing without decreasing the lifepan more than 3 years.

So,my fan is set to performance,i have 3c lower at that.

Here are my coretemps from coretemp

47 49 44 45

IDLE

I really dont know how to get it lower,but i bet you know how.
But i bet the real problem is,the randomly going up CPU usage rate.

I am playing mario forever 4,a very old game for fun at an ultimate nowadays pc,and cpu usage goes to %100?!!?It right now got up to %44 (q6600) when writing these.Running at 2200 rpm.

First,i have to always keep it at 3000 rpm.
Second,i must find how does the usage go up randomly
And for the last,i must find how to stop the usage thing.

Are you emulating this Mario game? emulation takes a LOT of CPU power to do, only recently are we able to emulate a PS2 thats an indication of how inefficient it is.

Also what heatsink are you using? the stock intel one is utter rubbish and not up to the job of keeping the Q6600 cool (maybe the G0 but no way for the B3)

1.) as far as everything ive read on overclocking a cpu, it will decrease the life span to a minimum so long as your voltage is below 1.55 and temps below 72c on a GO Q6600
Your cpu will be outdated by the time it dies.

2.) is your cpu usage that high just idle in windows? or are you running something at the moment?

If ur Q is GO stepping, you can easily get to 3.0 24/7 with average aftermarket cooling, arctic freezer 7 will suite you fine..

Go into task mngr and see whats running in the backround... has to be something heavy to strain 44% on a quad

Is that on all four cores? I didnt think emulation used that many cycles

actually,i even got a overheat trying to write here,now q-fan is enabled,with performance settings.nothing changing too much,and no its a normal exe game.i will try to plug the fan's energy cable to another fan cable port

after 2 hours of work on the mobo and bios,i got the temps down to 45 48 43 44
still,cpu goes up and down whenever it wants.can it be my ide?it makes tooo much noise till i plugged it in and it keeps using too much cpu.it even makes a bzzzzzz sound when i try to access to a file in it
