trouble shoot a PP&C 610?

I may have recieved a DOA PSU. How can I test to see that it's not the mobo shorting it out?

Can I jump some of the pins on the 24-pin connector?

a quick google search of PSU jumpstart should yield the results you need to atleast get it up and running. From there you can use a multimeter to check your rails and see what they look like.
