but as you can see the "Current Clocks" fields remain the same

Maybe it's a conflict of Overdrive and Rivatuner?

What can you make from this screenshot? Is my card overclocked or not? The temperature seems low. I'm so confused.

Rivertuner is not seeing your drivers for you card

check the box that says "enable low-level hardware overcloking.

You're fine, the clocks revert to lower power speeds when not under load.

Open up the Rivatuner hardware monitoring screen and watch the core speed jump when you load the card.
Use atitool to load the card while you watch.

Of course... I know that. I was just showing what Overdrive was telling me with Rivatuner's OC'ing disabled.

Selected "Default Monitor" which shows a little more info... however it won't let me overclock still... sliders just reset. And it won't even let me go past those numbers.

core/memory speed do not move. they move in the process of Auto-Tune, though.

However, this may have something to do with the fact that rivatuner doesn't see my drivers? I have 8.4 and latest rivatuner... not sure what's wrong here. Still confused.

Ahh... I see now. Fur in window mode doesn't really make the gpu work hard.

When I set it to 1680x1050 fullscreen and 32x AA, it showed the clocks jumping.

You're probably gettin near the max on stock voltage, I think mine did ~860 on the core.
