PECI or not PECI?this is the problem

hello!just a quick one....

PECI enabled:CPU 10-15° below the 2 cores
PECI disabled:CPU 10-15° higher than the 2 cores.

so which one should i look at?wich one is right?

Always enable PECI if the option is in your bios. Cores are always higher than CPU.

really?anyone else has this opinion? (my gpu for example has right temps without peci enabled so it smells)

edit:
i have cores at 38-37° and cpu at 17° when idle.
cores at 71° and cpu at 46° when under heavy load.

help me please...is that believable? (OC at 3.2ghz with stock cooler at max fan speed)
