coretemp tells you the temperatures of each individual core on the processor. The bios and some other programs tell you the temperature of the processor as a whole, which is read from the top of the heat spreader, and is generally 5 - 10 degrees lower than each individual core. As Warmech said, use the 9x multiplier, that's why windows thinks your at 3.2, it knows that the stock multiplier is 9 and is reporting it as such.

i found out i had some ventilation problems but got it fixed. Im now running a blend test at 3GHz which is hitting temperatures at 51,50,46,48 so far... going to leave it for about 8 hours and i'll let you guys know the results see if i can still push further.
