makes me think its not the voltage you need to get stable, ill look into this a bit

argh, i dont know am i doing something wrong. everytime i open CPU-Z, my core voltage is always 1.4V and lower. and i turned all those things off C1E and all those stuffs..... (i have 1.4 FSB right now, think that matters?)

It's your VDroop on your board, it's normal, and is a built in function by manufacturers to reduce the risk of frying your CPU if Volt spikes occur. Thats why your not going to get above 1.4 though your set it higher.

ah i see, i'll have to do more research tomaro to see how to get my CPU to 3.8 Ghz, i just want it to stay 3.8 for 3Dmark06, but its not worth frying my system for that few extra point

Loosen up your ram timings, try at 4-4-4-12 2T and see if shell get into windows.

I got some help from the evga forums, i was able to boot up 3.75 ghz under 1.675V

CPU 1.56v-1.6v
FSB 1.4v
Memory 2.1v
SPP 1.45v
MCP 1.550v
HT 1.3v

are the voltages i used, my rams were unlinked because it couldnt go any higher than 825 mhz under stock speed or a little voltage boost.

my score went up by 150 points from 3.6 to 3.75, so im guessing it's around 1 point for 0.01 ghz

That is ridonkulously high voltage.

Yes, I wouldn't boot anything higher then 1.5v (VDroop Included) Meaning something like 1.55/1.575 on your board. Your surpassing the maximum voltage for this chip. Be careful, Even if your Temps are below 71c, the voltage can still kill your Proc.

Your instability may be in the voltage but i doubt it, normally it would still post and only fail under load because of the vdroop, loosen up your timings to 5-5-5-15 2T and drop the voltage to 1.5v and see if its stable.
