There could be alot of things wrong. You could have the heatsinc not secured properly and getting overheating. One of any three things could not be getting enough voltage (cpu,NB,ram) for the current settings.

The lights should mean something I imagine (dont have that board) but it should say in the manuel.

nope I did not see a little black switch that you can move up and down. or any switch that you can move up and down. altho I did see a POWER/RESET butten
