A high end cpu is usually required although i dont see much point in any more than a Q6600, a Q9450 might give you a bit of a performance increase though, also high end video cards are usually required, an 8800 would definitely be more suitable than an 8600, IMO this would be a good rig:

Q9450
9800GX2 (or 8800GTS g92's SLI)
4Gb DDR2 RAM
A mobo of your choice

What codecs are you planning on using?
What software are you planning on using to do the compression?

Many of the professional quality codecs are NOT multi-threaded yet. The actual act of capturing, editing, and playing back video is not terribly CPU intensive. I would however recommend getting a capable OpenGL workstation card..

P.S: If you're gonna use Sorenson (real, real, real nice app), consider an 8400 or the like, you will see much better render times from a superduper clocked dual over a quad.. As for RAM, building the movies when burning to DVD is one of the most RAM intensive tasks you'll encounter.. 4 gigs should be enough... until everyone can afford blu-ray

3D graphical power is not needed for video editing.

a mid range GPU will more than do the job, for a high end rig you will want to look for good multi monitor support.

CPU power is everything - a dual socket 771 Xeon board will give the best performance paried with a couple of quad core Xeons.

a 64 bit OS and bags of ram is also advisable, as well as a fast & large HD setup - SAS drives in RAID 0 on a dedicated controller.

Yeah, you could get buy with a $30 video card for video editing.

I'm thinking 4GiB would be the sweet spot. Get another Q6600, pair it with a good board and heatsink, then OC it to a decent speed.

Separate drives, so you can read from one while writing to another, would be more useful than a raid 0. Though, a pair of RAID 0s (plus a separate OS drive) would not be bad. I don't think the performance gain from a separate controler card would justify the cost, unless money is no object.
