Actually, there is absolutely no reason that they must use a power of two. It just so happens to be more convenient that way, but they could choose an arbitrary number if they wanted to.

so I have a 3 500GB HD and the one installed in my computer says 465GB like it should because of the conversion

but then I have 2 500GB HD in a NAS and they read as 457GB not sure why but thats what I get

Try to view protected operating system files to see the hidden 76mb. it's in the folder options i think.

It's all data from your partition, your MFT, etc. When you format, it needs information on WHAT the format is, where the partitions are, what the partitions are, etc. It's normal.
