Yes, just make sure not to put any drives (HDD or CD/DVD) in it.
Motherboard, CPU, memory, PSU and video card are fine to have submerged in a non conducting liquid.

what? I thought hard drives were hermetically sealed.
dont window mods to hdd's usually fail them after a short time due to dust crashing the stylus. How can there be breather holes?

Mineral oil, motor oil, vegitable oil, transmission fluid (ie most oils).
De-ionized water is also non conductive, but will corrode copper and aluminum.

rustler, HDD do have small vent holes, usually under a sticker that allow minimal air exchange.

Go look at your hard drive. You'll see a hole that says "Do not cover this hole" next to it. That's the breather hole.
